Overview:

The Environment Agency completed the contract with our delivery partners, Jacobs for the Lower Pinn and Pinner and Hatch End project areas in 2022. Through this contract, Jacobs looked in more detail at our proposed options to manage flood risk in these areas.

The aim of this phase of work was to determine whether any options were financially and economically viable before progressing to assessing them in more detail. This phase produced a viability note which was reviewed and agreed by the project team.

Unfortunately, for the Pinner and Hatch End project area this work concluded that that there is not a viable, large scale, flood alleviation option. This means the costs are too high for the benefits that they would provide, so we cannot justify taking them forward as they would not be eligible for central government funding.

As a result of this, our approach for managing flood risk in this area is being revised and we will continue to work with partners, including Harrow Council to identify whether there are any smaller scale measures which could be taken forward for localised areas of flood risk.

Flood risk – past, present, future

Flooding can have a devastating impact on people's lives. Communities in the River Pinn catchment have experienced flooding several times, with 2016 being the most severe in recent memory. The photo gallery to the right shows the impact this had on the community. Additional guidance relating to flood risk and modelling can be found in the ‘What is modelling’ document to the right.

Engaging with communities

What have we done so far?

Since the formal consultation in 2018, we have:

  • Provided communities with updates through our River Pinn project information webpage.
  • Launched this platform to ensure engagement remains effective and targeted throughout the pandemic.

What will we do?

  • We will continue to work with key partners to find smaller scale options to manage localised areas of flood risk in Pinner and Hatch End.
  • We will update this webpage as more information about the future approach in this area becomes clearer. By signing up to be kept informed you will receive an automatic notification when new information is shared.
  • We will continue to work with communities and other partners to secure funding. As we are unlikely to be able to find a viable option in this area which can be eligible for central government funding we will need to consider other ways to manage flood risk, and attract funding.
